I am having internet problems with my Mac Mini. It doesn't matter if it's connected via ethernet cable or wifi. It will show I'm connected. I know the internet is working (via phone, TV, etc). But the Mini cannot connect to the internet. Maybe 10 minutes later it's fine. Then will drop connection again. Very frustrating.
 
Have you ensured the problem is on the Mini and not on your router?

Router problems would be my guess.

I'm guessing it's not the router because I'll pull out my phone while the mac is having the issue and the internet works fine.

If you are using an iPhone and you have Wi-Fi Assist turned on (it is on by default), then the phone will use mobile data in the absence of, or with poor, Wi-Fi connectivity.
Say, for example, your local Wi-Fi is working correctly (i.e. your devices are connected to it with good signal), but the router cannot access the internet, your Mac would not work but the phone would automatically use Mobile Data even though it is still connected to Wi-Fi.
It is worth switching off Wi-Fi Assist and try again.

My phone is just an example. The TV streams fine as well.
 
You can try the easy stuff listed above first. If it they don’t work, try this. It could be a faulty ARP cache.

Open terminal.

Sudo arp -a
Sudo arp -a -d


ARP cache cleared. No need for a reboot.
