My iMac froze and I coudn't do anything so I restarted it. But when I restarted it, it started showing these vertical lines. They used to be different colors, such as green/red. Is this LCD or graphic problem?

Or both?
The LCD problem often leads to strips on the display, but iMac will function normally, you still can see the Mac desktop screen.

How do I know if I can still see the desktop screen, because the strips only show up and nothing else.

That simply means you can't see the desktop screen.
If you still want to examine further, you will need an external display and compatible cable to connect your iMac to it.
But from what I see, for economical reason, you'd better dump the iMac and search for another one. It's not worth pouring money to fix this.

I buy a bunch of broken Imacs. They are cheap and fun to play with. Most are 2011 27'' ones that have the Apple bad graphic cards. They do all those lines. I have cooked a couple and they came back. I have never seen a 2013 with a bad card but that doesn't mean it has not happened. I would look online and buy the pizza cutter thing to remove the screen and see if its the graphic card. You really have nothing to loose and youtube has tons of posts showing how to fix them.

How do I know if the graphic card has a problem after I open the iMac?

Since I have 10 of them I just pull one out of a working one and try it. I'm not saying that is always the problem
but it has been on all the ones I saw that had the lines. Look on Youtube and they show you how to stick them in an oven at 350 degrees for 9 minutes and they might work again. If not they sell cheap on ebay. Pretty simple to change.

well my late 2013 iMac is showing THE SAME display as the OP. I've connect a 24" Apple Cinema and the desktop shows up just fine. But because it's the external display I cannot see anything, menus, Finder, etc. How can I get the login screen to show up on the external display since the built in is not showing anything except green vertical lines?

Mac Keyboard Shortcut for Mirroring
When you have an extra display device connected to a Mac computer, you can use the Command key and the F1 function key to switch the monitor's display mode. The shortcut accomplishes the same thing as changing the Mirror Display toggle in the System Preferences dialog. Pressing Command + F1 a second time restores the display mode to its previous setting. If the F1 key is not working as expected, check Keyboard under System Preferences. When the check box related to whether F1, F2 and other function keys should be used as standard function keys is checked, then the keyboard shortcut for toggling the mirroring display mode is Function + Command + F1.
