2013 MBP on the latest version of El Capitan. The update shows and when I click install it will start to download for about 2 second then change back to an install button. Any ideas?

Try restarting your Mac, then reopen App Store and try installing.

If that fails, enable App Store debug mode by going to Terminal and typing this:
defaults write com.apple.appstore ShowDebugMenu -bool true

Go to App Store, click Debug on the menu bar and then 'Reset application'. Restart, then try again. If it works, turn off the Debug menu by entering the same command in Terminal, but replace true with false at the end of the command.

You can manually download the installer here: https://support.apple.com/kb/DL1844
That may work better than the App Store download.

Agreed, but my main concern is that he will also not be able to install any future updates. Thus, he's better off trying to download again/fix the App Store using my method.

I tried this and it still didn't work. What typically happens when I restart is that I can click "Update" and it shows that it's beginning to download and then it just stops and shows that there's still one update. I even tried the earlier link and dowloaded it from the internet and it still won't go away. Any other suggestions?

If your camera isn't included in the update, wouldn't you have time to take your MBP to the Genius Bar if none of the suggestions above help?
