I have just started having a problem with launchpad on Mac OSX El Capitan (10.11.6). Prior to this it has always worked fast and flawlessly.
When opening launchpad it starts to open and then freezes showing a ghosting of the launchpad and then many seconds later the animation completes and it opens. It can be a few seconds up to 10 seconds. Also when scrolling between launchpad pages it starts and then freezes midway between two pages. It keeps happening despite logging off and restarting.
When I switch to another user account the problem does not occur. Nothing has changed on the Mac - it has only been used to check emails and internet.
I did a search and discovered others have experienced the same issue many years ago on Mavericks.

P.S. The issue is also sometimes occurring when opening the downloads folder on the dock.
The settings are: 'Display as Folder' and 'view content as Grid'
