And I'm not sure a 1945 Willys even HAS a catalytic converter.
That is correct no pollution controls on a 45 Jeep. In all the attempts to start his jeep I'm sure the engine is flooded. Usually just waiting a few minutes and trying again will fix that. The other fix for a flooded engine is to try and start the jeep with the accelerator all the way to the floor. The fact that the jeep will crank means that you are turning the engine. Things to test... pull the cable off of one of the spark plugs to see if you're getting a spark when you are cranking... hold it near a ground and you should see the spark jump.
Crank, spark, fuel-air mixture into the carborator. With an old Jeep it is very simple.
