I have an iPhone 5S, running on the iOS9 beta public software, and I just successfully completed the online unlock request to AT&T (I modified my current contract with AT&T and canceled one of the existing lines on the account, and now have an extra iPhone 5S that I want to unlock for use internationally).

When I attempt to restore the 5S using iTunes (12.2.1.16) I get the message:

"There was a problem downloading the software for the iPhone 5S. The requested resource was not found."

I attempted to self-troubleshoot using the suggested actions as listed on Apple.com, but still no resolution/

Does the message mean that I cannot unlock the 5S because it's on beta, or because there's something else wrong that is going on?
 
Try going into Restore mode by holding the home and power button down until you see the connect-to-iTunes icon.

Thanks for this suggestion. I was able to get the 5S into restore mode, and iTunes is instructing me that "there is a problem with this iPhone and it needs to be updated or restored."

When I select "restore" it prompts me that iTunes will download and install iOS8.4, which I agreed to. But halfway through the download, I got an "error 9006" message and the download was stopped.
 
This is from Apple's website regarding that error message:

Check your security software
Errors: 2, 4, 6, 9, 1611, 9006.
Sometimes security software can stop your device from communicating with either the Apple update server or with your device.
Check your security software and settings to make sure that they aren't blocking a connection to the Apple servers.
If you still see the error message, check for USB connection issues.

I thought there hasn't been a need to restore in association with unlocking for some time now.
 
I don't think there is. AFAIK that's just the only time you get to see the confirmation message that the device is unlocked.
Perhaps to see the message, if you want that, but as far as I understand it's unlocked as soon as it's unlocked on Apple's servers basically, whether or not you do something to see the message. You can simply put another SIM in and use it once it's been unlocked, whether you have restored and have seen the message.

Correct.
 
With newer devices and newer firmware, once AT&T unlocks your device, all one needs to do is take out your official sim (the AT&T sim) and stick in a compatible GSM sim from another carrier. There is no restore needed.
