I guess the only question is, has the contrast improved?
Well, last year the iPad mini with Retina got the exact same CPU part that the iPhone 5s did and the iPad Air got a more powerful variant. I don't see why they'd deviate from that this year. So, yeah, 1GB of RAM is probably a safe bet. It likely won't be until the A9 that 2GB of RAM is standardized all across the board.
As for the contrast, they literally put in the best display they could at the time. My guess is that if there is a panel that fits those specifications, then it will be in the iPad mini this go around.

Again, iPad mini, at best, uses the same CPU in that year's iPhone. The iPad's CPU, even last year, was different than the mini and was marginally more powerful. Given this, 2GB of RAM is possible in this year's Air and unlikely in this year's mini.
I thought iPhones always got the upgrades first followed by iPads? Since they only put 1gig into the iPhones I would expect the iPads to be equal in ram. JMO!
Again, the CPU in the iPad mini has never been identical to the CPU in that year's iPad. The CPU in the iPad mini HAS, at one point (this past year) been identical to the CPU in its contemporary iPhone.
I've heard that argument as well.. iPhones get the new tech first then it gets to the iPad bla bla. I just figured with iPad sales down and maybe to keep up with the competition, Apple will gives us 2gb of ram??
Given that Apple posted that video in the iPhone introduction basically saying that they don't care about being first anywhere near as much as they do about being best, I don't think they care that Samsung tablets have more RAM.
So the consensus here is that it will have 1gb of ram...
iPad mini, yes. Would bet the cost of one on it. iPad Air, on the other hand, doesn't have as many presidents that limit its likelihood.
The iPad Air will absolutely have 2GB of ram, because split screen multitasking will run two apps at the same time.
The iPad mini will get 2GB if Apple deems the 7.9 in screen size is suitable for the split screen multitasking feature.
2GB of RAM won't be a requirement of that feature. It stands to reason that if Apple is supporting two tablets with 512MB of RAM (first generation iPad mini and iPad 2) that a current iPad Air or fourth generation iPad should be able to run those apps at reduced speed comparable to those older tablets (which it deems able to run iOS 8).
As a kind note, there are 6Gb LPDDR3 chips available in the market, from both SK Hynix and Samsung. So before hitting the step of 2GB, there is always a choice of 1.5GB. But in my opinion, as Apple just went the uniform-ish platform way for 1 year (same with iPhone 6/6+), it would likely not re-introduce between the Air and Mini any kind of differentiator other than the screen and device size.
The current Air has a slightly faster processor than the current mini. The CPUs between them have never been the same. They could VERY easily make that a differentiator.
