I finished my Leopard installation and started installing Little Snitch 1.2.4. The first dialog from Little Snitch was "kernel_task callback function... 17.82.254.7....". ummm.... 17.82.254.7, I never saw it under Tiger. So I tried 'whois 17.82.254.7' and then got the answer:

What is kernel_task callback function? Why links to Apple? Any idea?

Seems that it is the NTP server, i.e the server OS X automatically gets the time from.

You can turn that option off in the "Date & Time" preferences.

Upgrade Little Snitch

You need to upgrade to Little Snitch 2. 1.x doesn't work correctly and reports all TCP traffic as coming from kernel_task instead of the app that is actually making the call.
