Leopard Printer Set up for Non Admin Users

is there a way around this? If you are not an admin you can't set up your own printers? What kind of BS is this?
In all the other OS's you could.
This is a HUGE problem! I handle over 500 macs and if they want to set up a home printer or office printer they have to call us.
This really shouldn't be an issue to set up your own printer.
Any help for a work around would save my insanity!!!
