It is an upgrade disc, it needs to find Tiger before it will install. Once it has confirmed Tiger is present, you get the same options as the retail disc. I'm assuming the up-to-date disc will work the same.

The upgrade disc actually looks for OS X 10.4 or later, so it is ok to re-install Leopard again without reloading Tiger first.
