As far as anyone knows (based on past experience) there is only one copy of Leopard, the RetailUpgradeHomeOfficeSuperBonusUltimate Edition that can do anything you want it to, including a full install.
 
yes, you can do a fresh install from an up-to-date disk. it should be mentioned, though, that copies of leopard won't include ilife. that you should get from your system disks or ilife disk (if you have one).
