I have a problem wit my LG Ultrafine 4K display: some kind of small noise pixels are visible all the time, especially on dark backgrounds.

How old is it, and do you bend it a lot or something?
What device are you connected to the monitor with?
The display was bought last summer (2017) and I'm using it with a Macbook Pro 15” Touchbar 2016.

Does seem rather quick for the cable to go bad, unless it was bent a lot and stuff. Have you tried simply readjusting the cable, plugging it back in, seeing if that might improve the picture quality?

I switched the cable endings and it seems I can see some improvements. I mean the "noise" is pretty much dimmed. Its still there, but its less. Anyway I will try with a new cable.
This "noise" is disturbing and visible only on black background (like when I'm in Terminal or coding on dark theme in my IDE)

Definitely looks like a cable problem. I had the same problem with a PS3 and TV years ago and a better quality cable fixed it for me.
