I figured it out in the end. I used a DP > TB cable from the GPU to the main input on the display, then a TB cable from the same GPU (6900XT) to the regular UBC on the display. With this I would hear a chime but the screen was black. To fix that you need a working display so you can download and install the LG OSD for the display. The little app has a brightness slider which was all the way down, soon as I cranked this up voila!

So you are using a DP > TB cable, and then a TB cable to UBC on the display? I'm a bit confused with the second part another TB cable to where?
 
I was doing this on the 4K display. So:

DP > TB cable from a DisplayPort on the GPU (The 6900XT has 4 DP ports) to the main TB/USB input on the display.
TB/USB cable from the USB port on the GPU (6900XT has a 1 of these) to the 2nd display input on the display.

I made two mistakes originally. First I wasn't using a proper Thunderbolt cable for the 2nd cable, probably was regular USBC cable. Needs to have the Thunderbolt logo on it.

2nd was I plugged that cable into one of the regular USBc ports on the display instead of a it into the other display input port. In other words, my display has 5 USBc ports on the back, 2 of them have the thunderbolt logo on them, the rest USB. Both cables needs to go into the ports that have the thunderbolt icon on them.

Hope that makes sense.

yeah it makes sense, thanks, so you don't have the 5K LG ultrafine display?

Also, what is the App you are using to control the Brightness? is it LG OnScreen Control? seems really buggy and unresponsive on Windows 11, although it has worked, just lags like hell!
 
We have 5K's, 4K's and an Apple Studio Display. The 4K and Studio I use with my Mac Pro 7,1. We had a spare 4K and was trying to get it to work on a PC we built.

Haven't touched the OnScreen Control since turning the brightness up, it's my daughters pc. Long as the screen is on I don't care :)

Ahh cool, well it all works for me, the OS Control is wobbly, but it works, anyway cheers :) happy we both solved this issue!
