Lightroom Mobile now Free to Use?

In the release notes for Lightroom Mobile 2.0, Adobe says "Free Lightroom!"
This leads me to believe that Lightroom Mobile is now free to use, even for non-CC subscribers. Can anybody confirm this?
 
I can use it w/o logging in if that's what you're asking. Can't sync w/ desktop unless you sign up for CC though.
