I think it's a bug that manifests in some odd way. I've seen it maybe once or twice over the years, but it's not a regular thing.
I think it's the new site AI making a passive suggestion (like all the knee/circle-jerk likes in PRSI ...)

Unless I've intentionally disabled JavaScript and then forgotten to re-enable it, I've only seen the dialog a couple of times over the years, for what I suspect is some kind of hidden failure to load the correct JS code.
Oh, and I was able to Like or not-Like any posts in this very thread (other than my own, which is a spell not even moderators can wield).

This is mostly a client-side issue rather than server-side issue. Unless the database is being hampered, then it shouldn't happen. XF was designed from the ground up to be able to efficiently poll a server or servers without clogging up the data path(s). Something neither vBulletin nor Invision at the time could do, and really still can't do well nearly a decade later.
