Does such a thing exist? Is it possible? A boot cd/drive for those who can't flash boot efi to their GPU?

Basically a boot screen on CD or thumb drive loaded by holding C.
 
With unflashed PC cards, screen output will only start when booting a legacy (non-EFI) OS such as FreeDOS or (of course) when the system is already loaded and the drivers take over.
OS X needs the EFI to boot though, so you'd have to install some EFI boot loader (e.g. Chameleon or Clover) in legacy mode onto your disk.

While I think that this might actually work, you'd turn your MacPro into a Hackintosh by doing so. So you might throw the hardware out and put in some 2015 stuff as well... ;)
