You're stuck with '09. New iLife suites only comes with the purchase of a new computer.

The OS has never shipped with iLife. The only way you get iLife "free" is when it comes with your new Mac. So you didn't get iLife with Snow Leopard, you got it with your Mac.

Nope you won't get iLife. It is just the OS.

Not true, Mac OS X 10.2 had an early version of iLife (iMovie 2 and iPhoto) on it. But the practice stopped with Panther (10.3), I believe.
