I have tried to access photos from data DVDs on several Macs running OS X Lion, and every time Lion tells me I've inserted a blank DVD.
When using Snow Leopard, my Mac recognizes the photos quickly and allows me to download them.
Is anyone else having this issue?

Is the computer you are recognizing the files on the same one you burned the disc on? If so then try to finalize.

The data CDs came from a photographer. I've downloaded them previously onto a PS3, a Windows-based laptop and a couple laptops running Snow Leopard. Only after trying to download the photos to Macs running Lion have I run into this problem.
