Little arrow when hovering over selected text in Safari

Does anyone know what this little arrow (drop down menu?) is supposed to be?
When I hover the curse over any selected text in Safari, this little icon appears.
Clicking on it will result in reloading the webpage and "This webpage was reloaded because a problem occurred."

Update 02/06: Turned out it is from Fantastical system Actions extension.

I tried disabling and uninstalling all extensions and it is still there.
It's even in Safari Technology Preview.

It's not from Safari. I know that doesn't help identify what it is.

Did you reboot after uninstalling? If not, do so. If the problem persists, it is possible that when you removed all extensions, not everything got deleted like it should have.
