little bit confuse with the icloud drive optimize storage

i've upgrade my mac mini and macbook air to macos sierra and enable icloud drive "desktop and documents folders"

it's make a mess with my files so i decided to disable it on my macs.

the problem is when i trying to delete "document" and "desktop" folders from the icloud drive they are coming back by them self.

what i should do?
