Looking at your page of apps, the app will have a little dot lit up next to it. What does that mean?
 
Is it a blue dot, to the left of the application's name? If so, that means that application was recently updated or installed. Once you open it, the dot should disappear.

Yes, some are dark blue and some are light blue.

No, they are the same blue. Your background wallpaper just makes them look different depending on the color behind that specific dot. Use an all black wallpaper and they will all be the same color.
