I get casual swimmers, and I guess that's for who they're targeting, but why would swimmers (who shave their legs to cut down on resistance) wear a watch?

I'm a triathlete (and hence a swimmer). I've been using the apple watch for a year to do lane swimming. There's a lot of swimmers who use watches (and don't feel the need to shave their legs to cut down on resistance).
