Knowimagination macrumors 68020 Oct 26, 2017 #2 Go to Settings > Camera > Preserve Settings > Turn on live photo. This should preserve whatever you set it to last.

This setting is kind of confusing the way it reads yours is actually set to preserve however you have it set instead of always having live photos on. I had to edit my original comment because I read it wrong at first.
