Yes you can. There is a toggle at the top while in the camera app. It was shown in the keynote.

I think iOS version of this would be useful , would be my only reason for using live photo I think

If it wasn't mentioned in the media event, then you will have to wait and see for yourself. Since its not a video technically who knows.

I could imagine maybe iMovie being able to use Live Photos in a project, since it's their own software. They didn't specifically mention anything like that though. However they did mention the API was available for 3rd party apps to be able to use Live Photos. (Specifically mentioned Facebook being able to.)
