I'll I've seen are themes that rotate half a dozen wallpapers randomly...

If you're jailbroken, then search for vWallpaper 2 for OS6. The homescreen animations work fine but there's still a glitch for the lockscreen. You will have to add "http://deb.danstaface.net" to your sources under the Manage tab in Cydia. Then search for "vWallpaper 2" and be sure to get the OS6 version. I used it on OS6.1 and am now running OS6.1.1.
