Yesterday, I wasted two hours trying to move my iCloud folder off of my Windows workstation's C: drive to the RAID document storage drive. After much research, it looks like that can NOT be done! There is no way to move it during and after iCloud installation.
Since my C: drive only has limited space left and my RAID drive has 2+ TB free, that seemed a no-brainer. This is a major disappointment because I can't move my files from Dropbox to iCloud, reduce my Dropbox account, and save a bunch of money. But I can't do that.
Apple is leaving money on the table because they are inflexible and not paying attention to customer needs. I'm moving all of my content off of iCloud drive, removing all files off of iCloud that can be moved, reducing my iCloud service, and finding another cloud storage vendor - NOT apple or dropbox.
