I restored my iPhone today because I was having issues with Photos and iCloud syncing and now I can't move my music library to my phone. It says, "John's iPhone is using Cloud Music Library... To sync music from this Mac, turn off Cloud Music Library".

I don't know what the hell "Cloud Music Library" is. I have a 15,000 song collection that I've spent a lifetime curating. I'm good with that, thanks Apple. Per instructions I've seen elsewhere on the internet I should be able to remedy this my going to Music (on the Mac)/Settings/General/ then check "Sync Library". On the phone, I've gone to Settings (Music app)/Sync Library (checked). That didn't help.

What do I need to do to get my iPhone the way it was? I can't believe that this is so difficult.

Edit: I see I had it backwards. Now both options to sync the library (on the Mac and on the iPhone) are now left UNCHECKED, but I still have the same message that I need to turn off Cloud Music Library. Is this a 17.1 beta bug?

Yep. That's the way it's supposed to work, and that's the way it is working now with today's beta update. I'm relieved!

I did get a taste of Apple Music during this ordeal though, and I have to admit that there are features that I actually like a lot. I find myself wishing that the Apple Music App as it pertains to the music service and the Apple Music App as it pertains to my local library were separate. I could embrace both!
