Why does even Apple stores not have local stock of highest end model iPads ever?

I always see one high end model below max. Not saying it is not possible just rare. Most definitely happens at Apple authorized retailers though. Only one exception.

In Los Angeles area and there's stock of the top-end models at the local Apple Stores.

Well, not right now but usually.
