Perhaps Background app refresh is considered ‘using the app’ now. Try disabling that and see if it changes things.
 
I had this also, I’m on 11 pro max 13.1.2, watch series 5 6.1 beta
I went into location services, then system services and turned off “motion calibration & distance” and it’s made the Constant arrow go away, the solid one still comes on but that’s the phone telling my watch the weather as I have weather on background refresh for my watch
 
I just noticed something, perhaps it is relevant to this topic, perhaps not. I went into General > Background App Refresh in the Watch app on my iPhone and found this at the top of the screen:

Apps with complications on the current watch face will continue to refresh, even when their background app refresh setting is off

So, the toggle means nothing to complications that are in use?
 
No, the constant hollow arrow is due to motion calibration & distance which obviously behaves differently in ios13

....its not because even when I disable this option on my phone, I still see the hollow arrow constantly displayed in the status bar.

The ONLY thing which is making the hollow arrow vanish for me is by selecting either the 'Never' option or 'Ask Next Time' for the native Weather app in Location Services under Privacy.

The weather app needs to know where you are for the temperature. It can change even within a few miles.
 
My location arrow is pretty much always on because of the weather app. I'm on 12.

Same thing happens to me since I upgraded my Watch to WatchOS 6. It's a bit annoying and I find it strange that most people won't complain about this.

I suppose I’m naive, but what is there to complain about? Why does it matter?

Because now I don’t really know when an app is using location because the icon is always there. It’s useless now. It shouldn’t be there as it’s not always using the location data.
