iPad Location services not working on iPad air 32gg wifi

I've tethered my iPad air to my iPhone 5 to provide my interent connection, but the location services don't seem to be working??
Maps cant locate me, find my iphone cant locate me etc
Do i have a faulty iPad??

All WiFi iPads do not have a GPS chip in it.

While true, there should be a function to pass location data while tethering.

OP its software, not a hardware glitch.

Just checked Find My iPhone on my wifi Air and my iPhone, MacBook, and iPad Air all showed up.

Yes it does when connected to wifi but not when tethered to the iPhone?? Is this normal?
