lock ipad but keep wifi on

Back up needed for ipad version 9.3.5 and instructions say to lock ipad but keep wifi on. How? When I lock it, the wifi turns off.
 
How do you know your wifi is turning off?

Typical iOS operation would retain wifi connections on a locked screen.
