Lock volume controls in Leopard

Is there any way to lock the volume controls in leopard? not in the preffrence pane, because people can still change the volume using the keyboard. I dont care about volume control in iTunes, just the systems maser volume.

Is there any possible way, I will accept system hacks, to disable the master volume control?
