When im organizing folders with old .wav files, etc..every now and then ill run into a file thats 'locked' its just another audio file like everything else but for some reason its locked.

The only difference is when I move it it automatically copies it rather than actually moving it, and when I try emptying the trash it asks me "blah blah blah are you sure, there are locked items in the trash" etc.. etc..

Just curious how these normal files became locked and why they are now? Seems to just be with random files.

I believe it was an inherited permission from its original source. Were the wav files ever on a Microsoft drive formatted as NTFS? I've seen that problem there.

You can try this to unlock: https://discussions.apple.com/thread/284279?start=0&tstart=0

Disk Utility on your Mac may also repair permissions if you run the First Aid option from there.
