iPhone 11 Pro Locked or Un-locked ??

When pre-ordering the new iPhone 11 Pro Max from Apple on line, and selecting the carrier as AT&T. BUT paying full price at check out, do they give you at the time of pick up on Friday the 20th an unlocked phone ??

You can select the time you are able to pick it up, and yes as long as you paid full price, it is unlocked.
