I relented and set up Two-Factor Authentication a few days ago. Everything seemed to go fine on the phone, and now when I attempt to log in via a browser to iCloud or Apple's Apple ID Management page I receive the GPS check and the initial six digit verification code. No problem.

But before I can access anything, the next thing it asks me is to: "Update Your Apple ID", beginning with me verifying my email address. The one listed is correct, I press Continue, and that's the end. From there it asks me for a verification code - another six characters - that I never receive. I have tried several times over several days and not once received an email or code.

Some details/notes:
My long-time Apple ID address is an @mac.com address and yes, I have triple checked my Junk folder.
Neither restarting fresh or choosing the "Send a new code" option sends me an email.
I continue to receive email from others (still able to check it on my phone).
This has occurred on multiple systems using multiple browsers.

Any thoughts?

I’ve just started having the same issue here, although I’ve been on 2FA for a couple of years so I wouldn’t expect it to be that. I tried putting in one of the other associated email accounts (xxx@icloud.com rather than xxx@mac.com) and I did get the verification email, but then the webpage didn’t accept the code I was given as it said the email address couldn’t be used!
 
Thanks for weighing in. Still not sure what to do with this in case anyone has found a resolution or even a consistent workaround. Apple's official pages and support forums list the usual suspects - Are you using a VPN? Did you check your junkmail folder? - with no means of getting further support that I can find if none of them apply. And none of them apply. I'm at a loss and need access to my email in places other than my phone.

EDIT: If someone else with the same issue comes across this, one thing that works some of the time is creating a bookmark to your inbox (https://www.icloud.com/#mail) and then opening that in a new tab once you have signed in and iCloud locks you down with the never ending "Update Your Apple ID" cycle. It isn't consistent, may take a few tries, but it's one way to bypass the problem in the meantime.
