iPhone Locking shutter speed at 1/60 or 1/48 for video, is it possible?

Hello,
I've read about tweaks for better capturing video. I've been trying out FilmicPro with the 50mb/s and 24p, it's nice and all, but what really gets me is that I can't lock the shutter speed at 1/60 or 1/48, which is essential to get a nice video/film look... is there a tweak or app that can do that?

(I'm using a iPhone 4S btw)
