This is likely a simple fix and I just can't find it.
I'm testing an iPhone 8+ and iPhone X. They are set up pretty much the same.
On the X, when a call comes in and I don't answer / miss it, with the phone locked I can touch the missed call notification and the phone dials the number. The iPhone 8 does not. I have looked at both devices and do not see the difference from a setting perspective.

As I have now "butt-dialed" a few folks on the X, what setting am I missing?

Have you checked Settings > Touch ID & Passcode > Return Missed Calls ?
