Log in graphics glitch, temp "fix" - quit all programs

When I get the graphic glitch on the log in screen and then on the desktop after log in, a restart "fixes" it, but I've also discovered that quitting all programs stops all glitches. See if it works for you.

Hopeful for a software update to rectify this really bad issue.

Is this the FileVault issue or something else? 10.12.1 or 10.12.2?

I turned off FileVault and have the same graphics issues.
