What is the maximum length I should use to extend the charging cable ?

Will it decrease the charging rate ?

Difference between cheap or expensive cables ?

I currently use a 6" cable from monoprice for my iPad 3. They even have a 10" cable.

Just about any USB extension cable will cause enough of a voltage drop to cause problems charging. This is especially so with the iPad 3 - but the iPad 2 will also suffer.

I have not seen any USB extension cables myself that have heavier gauge power wires (that would reduce the power loss) - not to say they don't exist, but I have yet to see one myself.

If you're not against the power brick being closer - you can get a PS3 slim power cord on Amazon for 3.75 with free shipping on prime. Simply pull the prongs off your iPad charger - and you'll see the inside will accomodate the PS3 power cord. That is cheap - and you won't have that power-loss issue this route.

Apple iPad 10W USB Power Adapte

This is what I use. You can get it in the Apple store. It comes with a six foot power cord so it extends your range. I would not call this a portable solution however, as the cord is quite thick.

I'm really ghetto. I just plug the power brick onto one of these. Works great!

I have the Monoprice 10' cable so I can connect directly to the back of my iMac and charge my iPad 2 - it works great, however as previously said it is thicker than the shorter cables - has to be in order not to lose current over the longer run.

Off course , that's THE solution...instead of an extension of the USB cable just an extension of the power itself.....LOL, that I hadn't thought of that myself..

I'm using an USB extension cable to charge my iPad 3, and I can't say I've noticed an appreciable difference in charging time -- granted, I haven't measured the exact charging times with and without the extension cable, but what I do is plug in my iPad every night when I go to sleep, and when I wake up, it's charged to 100%. Does it take an hour longer to get there? I don't know and I don't care.
