Ha, you're going to see a performance increase over the current 8-core Woodcrest MP of about 10-15%. "Harpertown" isn't some radically different ****. It's the same exact architecture (core microarchitecure) as the current chips, just die shrunk from 65nm to 45nm.Combination of 45nm Harpertown pairs and the Stoakley-Seaburg platform will make it so.
It will have rocket power.

That was an anomaly because it was a switch to a completely different architecture/platform, from one that was several years old to a top of the line one.

If you really need that much power, buy a bunch of Xserves, connect them with fiber channel and create a render farm. But you don't need that if you're only working with HDV. You just need a little bit of patience.
