Has anyone found a modern Bluetooth speaker that will pair and connect with 10.4 Tiger? My JBL Flip and older UE Boom will pair but not connect to my 12” PB.

I have a Harman Kardon Onyx Studio 2 loudspeaker that I got in 2015. I've used it with my PowerPC Macs in the past. It has BT 3.0.

You'd probably have to look on eBay at this point though. Just checking Google it seems that HK is on version 9 or higher with the product now and I can't imagine those would work.

Mac OS X Tiger don't support A2DP, so many speakers will not work.

It will work only with the (very bad) HFP or HSP profile for telephony.

In addition to the above, not all PowerBooks G4 support Bluetooth higher than 1.1-- only the 2005 12" A1104 model and both 2005 15 and 17" models (A110x and A113x) have Bluetooth 2.0, needed for the faster speeds required to drive audio devices.

And that reminded me to plug my Belkin BT 2.0 USB adapter back in to my 17" PowerBook (A1013).

Connected to my Aftershokz Aeropex (bone-conduction headphones) and streaming DroneZone through iTunes 4.0.

EDIT: Oh, PERFECT! My Mac Pro running Sonoma is using my 17" PowerBook as it's speakers right now (via AirServer). Since, the PB is connected to my Aeropex, I'm streaming my music to the headphones.
