I updated my iPhone X to iOS 12 and lost all my notes. They had VERY important info. Notes was turned on in iCloud backup.

i Updated my friends iPhone SE and the notes was still there...both phone had the same settings.

iCloud on? Not sure if Notes fall under this, but, have been able to recover messed up Calendar/Reminder data by signing in to iCloud web and going to lower left and pulling up a backup.

I may be wrong but it seems like someone hacked your account and possibly deleted your notes and left behind their signature? Call Apple and see if there is anything they can do. iOS12 is not the reason your notes are gone.

iOS12 is the reason my notes are gone. They was there right before I updated.

Restore from backup.. you can’t really make it worse if what you need is your notes.

And as someone else said it sounds like you were hacked. Perhaps before the notes were stored on your iOS device and when you turned on iCloud on iOS 12 they synced with iCloud which is blank.

iCloud Backup doesn't contain Notes. They are just synced to iCloud account if cut on (see pic). If you didn't have it cut on then they will be gone unless you have an iTunes backup. If cut on they are in iCloud.com and will be synced to any other Apple device you have connected to your iCloud account (like your iMac).

Helps to go into Notes settings and make sure the default account selected is icloud. Encrypting them is another good idea.
 
If you have an iTunes backup with these notes get iMazing to access data and export notes to PDF, so you wouldn't need to restore a backup.

If you have only iCloud, try to log out/log in on icloud.com. If you still can't see your notes call Apple.
 
If your notes were set to "On my iPhone", they should still be there, or in an iCloud backup. This method treats your notes the same as any other data on the phone that is local. If you were using iCloud to sync your notes between devices, deleting them one location deletes them everywhere, although usually then they are moved to a "recently deleted" folder. If they are gone from all locations, not saying things don't happen, but it seems unlikely.
