Well, assuming it's registered, they could try calling Apple and tell them they found an iPad and provide them with the serial number. In another scenario, on the Apple forum someone found an iPad and did this:

Few steps I did to return it :
1) The key thing to help return the ipad is to leave it charged and not drain the battery.
2) Wait for the owner to ring the ipad as lost and give his contact details. The ipad will ring when the owner claims as lost and can provide his contact details. I got the ring with the phone number.
3) I contacted the phone number listed above and returned to the owner

According to this person this works even if it's locked as it appears on the screen. I think in most cases there's a way to get it back to the owner, if it's registered, and assuming they want to be honest about it. Having find my iPad enabled helps too.

This is a good reminder to always set a passcode on your idevice, as it will deter most all sticky handed opportunist. I'm pretty sure if you didn't have that passcode code on it you wouldn't have it right now. Good for you OP, haapy for ya.

Yes, however the ipad has to have Internet connectivity. This becomes a bit of a trick if it's not a cellular ipad.

Today I received a mail from the Airline: they found my iPad !
After a short trip to the airport, I'm now writing from it.
It was switched off, and it wasn't done by lost&found personnel, so I think someone found it, tried to activate it and unable to find the right code passed it to lost&found department.
I was also able to cancel the erase from remote option by disconnecting the iPad from Find My iPhone (and reconnect it later).

Oh geez, I somehow missed this post! That's awesome! So happy you have it back! :)
 
I use an app called sticky notes to make the wallpaper for my lock screen. It contains my name, mailing address, email address, phone number with alternate numbers and an In Case Of Emergency contact.
