Is there anyway to locate a lost iPhone that doesn't have mobileme or any kind of tracker app installed?
 
Not really... that's why things like "Find My iPhone" exist

Unfortunately not, your only chance is happening to run across it somewhere or an honest person finding it and calling to let you know.
