It's asking for her code to unlock the phone when her fingerprint isn't used. I'm surprised she can't remember since she will need it everytime she restarts the phone or it asks every so often as well I think.
You can restore it, unlock it with the icloud password, and then setup as new or restore from a backup.
What do you mean? It's the code that was setup when she setup touch ID. You can't have one without the other. If you don't remember it, you have to wipe it and start over. Whenever a phone is power cycled or not used for a while, it asks for the code to make sure you're still you/present.
Sure she didn't picked up someone else's identical phone, like the wrong bag at the airport?

No. Apple doesn't keep that information at all. It's a one time key that is completely tied to the phone. Nobody else can activate the phone besides the owner.
It means you reboot the phone into DFU mode and restore the phone to factory default. It would wipe the phone of everything on it.
This might be the sign that you and your wife should ease back on the weed.
Well if they just updated they would have had to enter the password, so hopefully the memory is not that short. Like others have said, I am surprised she has not had to enter it sooner. From my experience, maybe once a month, it will automatically make you do this.

If the phone is backed up to the computer, there is a way to read / see its contents. But I'll not go there. Clearly this phone wasn't meant to be viewed by the OP.
