Lost the ability to collaborate Notes files or even create a shared iCloud folder now?

I store my Notes in the iCloud and now when I check the share option I no longer get the collaborate option. Similar thing is occurring in iCloud files. I can no longer create a shared folder maybe related I don’t know.
