iPad Low power mode missing in ios9 PB2.

Unable to find the low power mode in iPad Air running on PB2.

Low power mode is currently only supported on iPhones, considering the massive difference in battery capacity between them and the iPads I'm not sure if the tricks low power mode uses would have much effect on iPads.

It was missing on the iPad since DP1. Also, in DP1 there was no toggle for the battery percentage but that got fixed in DP2.
