Has anyone else noticed that now and again when scrolling. Especially in safari. The lower section of the phone won’t always allow scrolling. So moving your finger up produces no movement at all. Moving your finger higher to start allows it to work again.

never had this issue on any previous iPhone.
 
No issues here. Maybe a faulty touch interface. I would contact Apple or visit an Apple Store if there is one near you. Or you could try a clean install, which is a pain sometimes, to see if that helps get rid of the issue.

Doesn’t seem to be. Seems only safari. Just tried edge and works fine

Could be a ProMotion issue since I doubt Edge supports 120 Hz yet. Try it in other Apple apps and see if it occurs in those apps as well since those will support 120 Hz. Not sure what else to try other than reinstalling iOS.
 
I think this is actually the webpages themselves - in their mobile form - when you're scrolling down and there's, say, a video, the video isn't part of the scrolling area because it's expecting a different kind of interaction. Look out for what you're scrolling in safari and try to stick to the standard text/html areas and see if that makes a difference?
 
Checked with my wife’s iPhone 13 and it does the same thing. Same websites in edge and they are fine so seems like it’s a safari design or issue.
 
Need more information. What websites exhibits the issue. Post a video showing the issue. Personally, I have not any sort of scrolling issue.
 
I’ll get my wife to record it from my device later. Just tested it on this thread. I tend to scroll down by using my thumb quite low down near the home bar. In safari it stops you scrolling in that section. But using edge or another browser and it’s fine.
 
It’s also not website specific. It’s safari specific. My wife didn’t notice it because she scrolls by using finger higher up. It’s also not an issue in any other app.

Just tried to recreate this issue with my 13 Pro Max. No issue what so ever getting the screen to scroll up or down.

How often does it happen for you? Is it easy for you to reproduce?

Yeah can reproduce it on four other iPhone 13 devices too!
 
here on safari. Then fine on edge


 
Can confirm this is also happening on my 13 Pro Max.

Checked in other apps and Settings and couldn't replicate it, so I guess the problem is in Safari.
 
I just noticed that you are also using the top address bar.

I wonder if this bug is related to that. Maybe the phone somehow "thinks" the bottom address bar is still on and blocking that screen area from being scrollable.

Hadn’t thought of that. Could well be as doesn’t happen in any other browser or app. Annoying as jarring when you go into safari for me as I have always scrolled in that area. Perhaps it’ll be fixed in a future update.
 
Confirmed it is happening with my 13 Pro Max if the Safari tabs are at the top and not the bottom.

I think you may be onto something. This should be reported to Apple as a bug.

Same behavior on my 13 Pro, with top bar enabled.
