Lower the bit-rate of iTunes in the cloud

Alright so I have 1500 songs all paid for through iTunes. I don't use iTunes Match cause I don't need to since I purchased all my music through iTunes(correct?). Now my problem is that when I download a song on my iPhone by clicking the little cloud symbol it downloads the song but in a much higher bit-rate then I want, is there a way to change this? I can't have all my songs on my iPhone unless I put all my songs down to 128kbps, and to do that I have to sync with my computer. I just want to know if there is a way I can change the iTunes in the Cloud settings like I do when I sync my phone with my computer
