Lowering Volume of Bluetooth Headphones

I am use some Plantronics BackBeat Pro bluetooth headphones with my iphone 8 (ios 14.2). Listening to music, I want to turn the volume down but I am already at the minimum. If I turn it down any further (using the headphones or the volume buttons on the phone or the slider in the Music app) it mutes.

Is there anyway to get more control?
